
The Western Illinois Regional Council is an organization that provides technical assistance to local governments and elected officials facing complex community and economic development issues.
The Agency is the parent organization to the WIRC-Community Action Agency, further broadening the scope of assistance to include human services for income eligible residents in a four county area. In addition, the WIRC-CAA provides a comprehensive list of services to those experiencing domestic and sexual violence in their lives through its Victim Services Program.
Community Development
The WIRC is a regional planning agency providing services to the western Illinois counties of Fulton, Hancock, Henderson, Knox, McDonough and Warren.
Over the last 35 years, the WIRC has obtained millions of dollars in community development funds for projects including water and sewer system improvements, housing rehabilitation and economic development improvements.

WIRC-CAA Victim Services
The WIRC-CAA Victim Services Program provides free and confidential services in a safe environment for survivors of domestic violence and sexual assault in Hancock, Henderson, McDonough and Warren counties. The Department’s trained staff are ready to provide emergency services, advocacy, counseling, professional training and public education.
